Home Care Package & Support at Home — What's Changed?

The Australian Government replaced the Home Care Package (HCP) program with the new Support at Home program on 1 July 2025. If you’re an older Australian receiving in-home care, here’s what that means for you:

– Existing HCP recipients: You will continue to receive your package and your funding for allied health (physio, OT, EP) until you transition to Support at Home. Your existing service arrangements with Healthroos continue without disruption.
– New entrants (after 1 July 2025): You’ll be assessed for Support at Home, which funds the same allied health services under its “Therapeutic services” category.
– DVA recipients: Veterans’ Affairs funding for allied health continues separately under the DVA scheme.

Whatever stage of the transition you’re in, Healthroos provides the same mobile physio, OT, and exercise physiology services — billed against your package or your Support at Home budget. We handle the funding paperwork and invoicing so you don’t have to.

How Your Funding Covers Allied Health

Home Care Package (HCP Levels 1–4)
Your HCP funding includes a “Care Services” component that covers allied health services. Healthroos invoices your HCP provider directly — you don’t pay out of pocket. Allied health is funded across all four HCP levels, with higher levels offering larger budgets.

Support at Home — Therapeutic Services category
Under the new Support at Home program, allied health is funded through the “Therapeutic services” support category, which sits under the Independence pillar of your plan. This category covers physio, OT, exercise physiology, podiatry, and speech pathology. Healthroos invoices your Support at Home provider directly.

DVA (Department of Veterans’ Affairs)
For eligible veterans, we provide physiotherapy under the DVA scheme via D904 referrals. No gap fees.

Private and Medicare
If you don’t have funded care, we also accept private clients and provide services under Chronic Disease Management plans referred by your GP (Medicare-rebated, with a gap).

Q: Do you accept Home Care Package funding for physiotherapy?

Yes. We accept HCP funding for physio, OT, and exercise physiology across all four Home Care Package levels (1–4). We invoice your HCP provider directly so you have no out-of-pocket cost (subject to your package’s available funds).

Under Support at Home, allied health services like physio, OT, and EP are funded under the “Therapeutic services” support category. Healthroos invoices your Support at Home provider directly. Your eligibility and funding amount depend on your assessed support needs.

Yes. Your therapy continues uninterrupted. We’ll work with your provider to update the funding arrangement when your transition takes effect, but your therapist, schedule, and care plan stay the same.

Occupational therapy focuses on enabling daily activities and home safety — equipment, home modifications, cognitive rehab. Yes. Detailed reports are available within 2 business days for routine progress reports if requested, and within 2 weeks for comprehensive assessments. Reports are emailed to you, your care manager, and any nominated representatives.

Yes. Our team includes therapists who speak Cantonese, Mandarin, and Farsi alongside English. Therapy delivered in your first language is more effective, particularly for cognitive and communication-related goals.

For HCP and Support at Home funding, no GP referral is needed — your care manager can refer directly. For DVA, you’ll need a D904 referral from your GP. For Medicare CDM, you’ll need a referral from your GP under a Chronic Disease Management plan.
